The Department of Consumer Affairs, Rajasthan, on July 29, 2026, notified the Rajasthan Legal Metrology (Enforcement) (Amendment) Rules, 2026, amending the Rajasthan Legal Metrology (Enforcement) Rules, 2011. The amendments introduce Government Approved Test Centres (GATCs) and replace the existing licensing framework for manufacturers, repairers and dealers of weights and measures with a registration-based system.
The following has been stated:
• Government Approved Test Centres: GATCs are formally recognised for verification, re-verification and stamping of weights and measures.
• Registration replacing licensing: Manufacturers, repairers and dealers must apply online for registration. Existing licences are deemed to be registration certificates. Registration is granted on the basis of self-declaration without prior inspection.
• Validity of registration: Registration certificates remain valid unless suspended, cancelled or surrendered. Alteration of a registration certificate attracts a fee equal to half the prescribed registration fee.
• Security deposit: Registered repairers are required to furnish a security deposit for each registration certificate as specified in Schedule VI. Registration certificates must also be prominently displayed at the business premises.
• Verification through GATCs: Users may have weights and measures verified or re-verified either by a Legal Metrology Officer or a Government Approved Test Centre.
• Re-verification of defective equipment: Where equipment is found incorrect, it must be returned for adjustment and re-presented for re-verification within a period not exceeding seven days.
• Fee payment: Verification, stamping, compounding and other prescribed fees are to be deposited directly into the Government Treasury through eGRAS, the Revenue Management System of IFMS, or another specified mechanism.
• Seized equipment: Unverified weights or measures seized under the Act may be returned if they are verified and stamped within ten days, or such extended period as specified by the Controller, subject to payment of applicable fees.
• Higher penalty: The earlier fine of up to ₹5,000 is replaced with a penalty of up to ₹1 lakh, along with possible suspension, revocation or cancellation as specified by the Controller.
• New registration forms: Schedule II is substituted with forms for registration of manufacturers, repairers and dealers, incorporating detailed information and a self-declaration regarding compliance, infrastructure and accuracy of submitted information.
The amendments come into force from the date of their publication in the Official Gazette.
